Michael Waite

Chief Executive Officer

As Chief Executive Officer at Shoal, Michael provides the leadership, management and vision necessary to anticipate and meet our company’s needs, and effectively grow our organisation. He has a strong focus and commitment to company values and culture, motivating our team to deliver project outcomes effectively for our clients. Michael works closely with our corporate leadership team to make Shoal a leading-edge consultancy, where people are inspired to be their best. Also a senior systems engineer, Michael has firsthand experience in the project management of large, complex socio-technical projects. He has a Bachelor of Engineering (Mechatronics) and an Executive Masters in Complex Project Management.

Shaun Wilson, Founder and Head of Business Development at Shoal

Shaun Wilson

Founder & Head of Business Development

Shaun is Shoal’s Founder and Head of Business Development, working closely with clients to scope projects and new opportunities. He has led a range of technology initiatives including development of the first in-service Unmanned Aerial System for the Australian Army, early development of broadband communications capability for Antarctica using small satellites (Antarctic Broadband) , and practical implementation of model-based design approaches for large, complex military systems (since used for major defence programs). Growing ideas into businesses, Shaun has ‘spun out’ a number of businesses from Shoal, including a US-based quantum computing and data analytics firm, since acquired by Rigetti Computing. Also a practicing systems engineer, Shaun experience spans from aerospace and defence to mining, leisure sports and data analytics. Shaun sits on a range of company boards, holds multiple degrees, and is published in several technical fields.

Melissa Ciplys

Head of People & Culture

As Head of People & Culture, Melissa is responsible for the recruitment, engagement and development of our people. She works closely with our technical, program and corporate leads to undertake workforce planning, talent management and engagement activities. She has also designed and delivers Shoal’s Career Development Framework to instill our company values in everything we do. This strategic mindset is backed by extensive organisational development and human resources experience, contributing to business planning and decision making at the executive level. Melissa is a Registered Psychologist and internationally accredited Coach, with a passion for partnering with all stakeholders to enhance business outcomes through people.

Graeme Dunk, Head of Strategy

Head of Strategy

Graeme works closely with our leadership and business development teams, as Head of Strategy for Shoal. He seeks to align opportunity with our vision, to enable Shoal to grow and extend our knowledge and systems thinking expertise in complex problem solving to new clients and markets. Graeme has significant international experience as a business manager, project manager and business developer, working in Europe, the United Kingdom, Singapore, Pakistan and India. He holds Master’s Degrees in Strategic Studies and Maritime Defence Technology, a Bachelor of Science in Pure Mathematics, an Insignia Award in Technology from the City and Guilds of London Institute and a Diploma of Maritime Studies. He is currently undertaking a PhD on defence industrial sovereignty at the Australian National University.

Kevin Robinson

Chief Engineer & Head of Blue Water

As Chief Engineer and Head of Blue Water, Kevin leads the engineering and innovation capability at Shoal. He oversees the development of individual and team professional mastery in systems engineering and technical domains; ensuring the delivery of quality products for domestic and international clients. Kevin also provides leadership in innovation and research and development within Blue Water, a strategic division that ensures we retain our competitive edge in systems engineering internationally and invest in commercialising new technologies, approaches and methodologies. Kevin is an active contributor to professional associations and is widely published. He is a Chartered Engineer and has two MSc, one in Control Systems Design and one in Guided Weapons Systems Engineering.

Matthew Wylie

Head of Transport & Infrastructure

Matthew is Head of Transport and Infrastructure leading our team to solve complex design, reliability, integration, safety and risk issues across these two markets. An experienced, senior systems engineer, he has a wide range of systems engineering and project management experience and has managed large scale, systems engineering projects across all phases of the system lifecycle, for defence, space, health, automotive and electronics sectors. Matthew mentors and guides our team in the application and management of systems engineering approaches, including Model-Based Systems Engineering tools and methods, and supports the management of stakeholder relations to deliver client outcomes. He holds a Bachelor of Engineering (Mechatronics) and is an INCOSE Certified Systems Engineering Professional (CSEP).

Claire Knight

Head of Defence & Space

Claire is Head of Defence & Space, leading Shoal Group’s Defence and Space strategy development and execution, project delivery, business development and people development. As an experienced leader across aerospace and defence, Claire manages complex, global operations from design, through testing to implementation and sustainment with expertise in human resource management, subcontract management and safety. Claire leads this team to solve complex design, reliability, integration, safety and risk issues across these two markets.  She holds a Bachelor of Engineering (Aeronautical), a Masters of Business Administration, a Masters in Project Management and is an Adjunct Professor at the University of South Australia.
